Reflecting on the trilateral relationship between Canada, the United States and Mexico, Canada has chosen a step-by-step approach to advance the joint North American agenda. Key elements of this strategy include enhancing bilateral relations, strengthening existing institutions, stimulating research on the trilateral dynamic, and building a trilateral agenda which includes higher education. It is hoped that North American cooperation will positively influence the broader hemispheric cooperation process.
